Brzezinski said "no." Mike Balmer interrupted and said "yeah." Although <br />they were unable to substantiate their status, at that time. <br />I informed the men that they were performing work in the Chapin Park Local <br />Historic District. That the Historic Preservation Commission of South Bend <br />and St. Joseph County must approve work that changes exterior features. I <br />also mentioned that "if' the project had not been reported to the HPC, it <br />"would be" a violation of the ordinance. I told the men that I am compelled to <br />report this activity to the HPC. The Building Department would also learn <br />about it. I admitted that I could not tell them how to proceed (full open -air <br />access to the basement level, destroyed original windows and new glass -block <br />units ready for installation), but it would be in their best interest to obtain the <br />necessary permits right away. I provided them with my card and indicated the <br />HPC staff address and telephone number. <br />8/13/07 <br />Attended Marquette Primary Center Open House to hear Dr. Zimmerman, <br />Superintendent SBCSC address the congregation on the building's status with <br />regard to the Local Landmark designation procedure or consequences from a <br />successful public bond issue remonstrance process. Dr. Zimmerman <br />apologized for the hot summer temperatures in the auditorium and promised <br />that water would be available for the children during this time, now that they <br />were in session. <br />He went on to advise the public that both landmarking and the remonstrance <br />would ultimately prevent planned improvements for the building — <br />improvements realized from a new facility. And that the current bond issue <br />ONLY supported a new Marquette facility — NOT a rehabbed building. Since <br />Local Landmark status would also prevent demolition of the current structure <br />it would most likely halt the plan. It was inferred that there would be no other <br />improvements suggested, if the current construction plan was derailed. It <br />spoke directly against Landmark protection. Finally, Dr. Zimmerman outlined <br />the public process and solicited the audience' support to achieve it's goals. <br />
