STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 2, 2007 <br />Application Number: 2007 -0313A <br />Property Location: 1158 Lincolnway East <br />Property Owner: Michael Pfeil <br />Landmark or District Designation: Lincolnway East LHD <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The 1923 Bungalow was designed by <br />G.T. Nethercutt for either Mrs. Martha G. Loughman or her daughter Edith Miller. Martha G. Loughman <br />was the widow of George Loughman who was active in local Republican politics as a Councilman for the <br />5` ward between 1879 -1881, Mayor of South Bend between 1884 and 1886, County Auditor in 1894. <br />The residence remained in the Miller family until 1962 when it was sold to Ida and Fred Auer. The <br />current owner is Mr. Michael Pfeil. <br />APPLICATION ITEMS: Installation of vinyl replacement windows and aluminum storm windows on the <br />Jiving room and dining room windows. Owner has completed all of the work. <br />RECOMMENDATION: The staff is not making a recommendation because the work is completed. The <br />Staff is submitting COA application as a point of information only on this structure for the Commission and to <br />document the files on this house. Mr. Pfeil was unaware that the house was located in a local historic district <br />at the time that this project was in progress. When the Preservation Specialist, Wayne Doolittle, contacted Mr. <br />Pfeil concerning this matter, Mr. Pfeil agreed to save all of the original windows and store them in the <br />basement. After speaking with Wayne, he has agreed to keep the original windows in the dormers. He now <br />has a copy of the Standards and will work with Staff on future projects. <br />
