STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: September 8, 2006 <br />Application Number: 2006-0908-A <br />Property Location: 710 Park Avenue <br />Property Owner: Georges Enderle <br />Landmark or District Designation: <br />Rating: Outstanding <br />Local Landmark, Chapin Park LHD/NR <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for <br />Mary Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the <br />Anderson-DuShane family lived in this house until 1962. <br />APPLICATION ITEMS: To install single unit all wood aluminum clad exterior with AuraLast double hung <br />Jeld-Wen replacement windows from Home Depot. <br />Standards and Guidelines for Chapin Park: II Existing Structures, C Windows and Doors, Required: <br />Original windows and doors shall be retained including sashes, lintels, stills, shutters, decorative <br />glass....When deteriotaed beyond repair they shall be replaced with units and trim resembling the original. <br />Recommended: Wood storm windows .... to match the original should be used but should not damage existing <br />frames. If new sashes ... are installed, the existing or original materials... should be used. Prohibited Original <br />doors windows and hardware shall not be discarded when they can be restored and reused in place. <br />RECOMMENDATION: Mr. Enderle has submitted two proposals for these windows. One for the <br />replacement of the windows and the other is for the restoration of the windows. The house has all of the <br />original windows. If Mr. Enderle is replacing the entire window system, then staff does not recommend <br />approval. If Mr. Enderle's intention is to have storm windows made to order since the house currently does <br />not have storm windows and the original windows repaired then staff recommends the restoration approach as <br />it preserves more of the original fabric of this significant, landmarked home. <br />
