MC: Evidently, I didn't know about it. I haven't been out. But, I thought tonight that I would be
hearing something about interior storm windows, Marvin window company- when we were
working on Central High School here, told everybody that theywanted to take every window out
of that building. There were 104 windows, and they said that they were all no good, that they
couldn't do anything. Then, Marvin came in and examined them and said that only two needed
replaced, and they put storm windows on the inside of those windows and they've worked just fine
ever since. The people that live there are having no problems with them.
AH: No, we are not.
MC: That's right. And they never have. And, they're less bother, and less expensive.
LP: We have another comment from Tim.
TK: I move to table application #2006-1005A for review by the committee of the whole for report
or recommendation before our next monthly meeting.
Lit Second.
LP: All in favor? (Ayes are heard) Opposed? (Silence) Motion carries.
SP: Hold on one second. Legal counsel and HPC Director are conferring on date of C of A and
its viability for 45 days.
TK: Am I to understand that the 45 day clock starts ticking even before this commission can
review the C ofA?
SP: That's what we're looking at right now. It appears that it was submitted on the fifth, and our
next meeting is on the twentieth- exactly 45 days. So I guess that out of ambiguity that he's
signed this waiver that he's allowed us the additional time to consider it, the homeowner is
willing to do that?
GE: As I said you are cordially invited to come. Everybody. In group, or individually that'sfne.
If I am town, I'll be happy to show you not only those windows, but the whole house. There are
54 windows and if you can help me...
LP: We want to help you...
GE: I'm more than happy to. But about those four windows in the dining room. I organized a
specialist to prepare those drawings, you have all of the information on the table. You have the
opinion of the specialist. I'd like to ask you to make a decision on those four windows, and the
rest we can postpone for the future.
TK: We've already tabled.
LP: We've tabled so that we can come out and look at them. We owe it to you, and to the
standards that we do come and see because I could look at a drawing and to me it's not clear in
my head, and I know that several other commissioners have problems with it. If we vote now, it
will most likely be negative.
GE: Well, then its negative. I would like to have a vote about those four windows in the dining
room.
SP: A point of order...a motions already been had, and has been accepted and therefore it has
been tabled. Under the guidelines, you have 45 days, and f you meet on and act on the 20`h (of
November) you'll be on the 45`h day.
LP: We could also with proper notice, have a special meeting just to consider this as well.
SP: So I guess the question for the petitioner is if the ... if you would be willing to sign a waiver to
wait until the next meeting on this..
GE: On what?
SP: On your entire certificate. If not, they're really not obligated to do it anyway, so it's kind of
a moot point. I guess would you allow them to visit your house and inspect it, and would you be
agreeable to them visiting to take a look at it?
GE: So it's not possible to vote on those four windows?
SP: It's possible, but they've already tabled it.
GE: But they didn't have my information, my wish.
SP: They don't need it technically, because under law they have 45 days to act. So the question
is if you'll let them enter your house to look at and review the situation so that they can make an
informed decision.
N
