CALL TO ORDER, ROLL CALL: Lynn Patrick called the meeting to order at 7:34pm <br />II. PUBLIC HEARING <br />A. CERTIFICATES OF APPROPRIATENESS <br />1. 710 Park Avenue C of A# 2006-1005A <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for <br />Mary Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the <br />Anderson-DuShane family lived in this house until 1962. <br />APPLICATION ITEMS: Replace 10 windows -5 rectangle window and 5 windows with rounded top <br />sashes -with single unit, all wood, aluminum clad exterior, with Aura Last (20 year guarantee) double <br />hung, low -E with Argon, (Jeld Wen, see quote from Home Depot) <br />Standards and Guidelines for Chapin Park: H Existing Structures, C Windows and Doors, <br />Required. Original windows and doors shall be retained including sashes, lintels, stills, shutters, <br />decorative glass .... When deteriorated beyond repair they shall be replaced with units and trim resembling <br />the original. Recommended: Wood storm windows .... to match the original should be used but should <br />not damage existing frames. If new sashes ... are installed, the existing or original materials... should be <br />used. Prohibited: Original doors windows and hardware shall not be discarded when they can be <br />restored and reused in place. New window and door openings, which would alter the scale and proportion <br />of the building, may not be introduced. Inappropriate new window and door features such as metal, vinyl <br />or fiberglass awnings, hoods or aluminum insulating glass combinations that require the removal of <br />original windows and doors shall not be installed. <br />GROUP B LANDMARK STANDARDS B. Treatment: Treatment shall be defined as any change of <br />surface materials that will not alter the style or original form. Such improvements include reproofing, <br />glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark. A treatment change of any surface whether on the landmark or in its <br />environment may require a Certificate of Appropriateness if it significantly alters the appearance of the <br />landmark ... The commission should review the proposed treatment for character and style consistency <br />with the original surfaces. <br />RECOMMENDATION: Staff does not recommend approval. Professor Enderle application is <br />requesting the complete removal of 10 windows and their replacement with modern double hung <br />windows with exterior aluminum cladding. The Chapin Park Standards and Guidelines prohibit "New <br />window and door openings, which would alter the scale and proportion of the building, may not be <br />introduced. Inappropriate new window and door features such as .... aluminum insulating glass <br />combinations that require the removal of original windows shall not be installed." <br />
