STAFF REPORT. . <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 6, 2006 <br />Application Number: 2006-1005-A <br />Property Location: 710 Park Avenue <br />Property Owner: Georges Enderle <br />Landmark or District Designation: Local Landmark, Chapin Park LHD/NR <br />Rating: Outstanding <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for <br />Mary Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the <br />Anderson-DuShane family lived in this house until 1962. <br />APPLICATION ITEMS: Replace 10 windows -5 rectangle window and 5 windows with rounded top sashes - <br />with single unit, all wood, aluminum clad exterior, with AuraLast (20 year guarantee) double hung, low -E <br />with Argon, (Jeld Wen, see quote from Home Depot) <br />Standards and Guidelines for Chapin Park: II Existing Structures, C Windows and Doors, Required: <br />Original windows and doors shall be retained including sashes, lintels, stills, shutters, decorative <br />glass....%en deteriorated beyond repair they shall be replaced with units and trim resembling the original. <br />Recommended: Wood storm windows .... to match the original should be used but should not damage existing <br />frames. If new sashes...are installed, the existing or original materials... should be used. Prohibited: Original <br />doors windows and hardware shall not be discarded when they can be restored and reused in place. New <br />window and door openings, which would alter the scale and proportion of the building may not be introduced. <br />Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum <br />insulating glass combinations that require the removal of original windows and doors shall not be installed. <br />GROUP B LANDMARK STANDARDS B. Treatment: Treatment shall be defined as any change of <br />surface materials that will not alter the style or original form. Such improvements include reproofing, glazing, <br />or landscaping lawns and may involve a change that can potentially enhance or detract from the character of <br />the landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark ... The commission <br />should review the proposed treatment for character and style consistency with the original surfaces. <br />RECOMMENDATION: Staff does not recommend approval. Professor Enderle application is <br />requesting the complete removal of 10 windows and their replacement with modem double hung <br />windows with exterior aluminum cladding. The Chapin Park Standards and Guidelines prohibits "New <br />window and door openings, which would alter the scale and proportion of the building may not be <br />introduced. Inappropriate new window and door features such as....aluminum insulating glass <br />combinations that require the removal of original windows shall not be installed." <br />Professor Enderele is requesting that ten of his original windows be completely removed and replaced <br />with new windows having rectangular sashes. This would alter the appearance of the five windows with <br />
