STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 5, 2006 <br />Application Number: 2006-0505 <br />Property Location: Shetterley Park, 1007-1029 Riverside Drive <br />Property Owner: City of South Bend <br />Landmark or District Designation: Riverside Drive Local Historic District <br />Rating: Defining Landscape Feature <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: Shetterley Park is an element of the <br />Riverside Drive District that sets it apart from other Local Historic Districts and provides a natural green <br />space enclosure along Riverside Drive that serves as a buffer from urban noise. It serves as a tie to the St. <br />Joseph River by providing usable space close to the water and a visual link to the West North Shore Local <br />Historic District. <br />APPLICATION ITEMS: This project is to replace CSO #6 with a newly constructed CSO #6 located <br />almost parallel to the east of the current one through Shetterley Park, down the bluff to the St. Joseph River. <br />The project will begin at the manhole at Leland and Riverside. A temporary construction staging area will be <br />located in the lawn area at the top of the hill slope. Portions of the existing pipe and outfall structure maybe <br />removed for the construction of the new one. Outfall pipe segments that are not removed will be abandoned in <br />place and filled with lean concrete. Tree clearing and a temporary approach path will be required to access the <br />construction areas. Excavation depths of 30 vertical feet or greater will be required for this new construction. <br />Disturbed areas will be stabilized with erosion control blanket and seeded with grass following construction. <br />Re -vegetation of the disturbed hill slope areas with tree seedlings will be completed. Deep-rooted vegetation <br />will not be replaced above revised pipe alignment. However, shallow rooted trees, shrubs, grasses, <br />groundcover or bushes may be installed. The new outfall structure will contain a sump and internal baffle for <br />odor control and two additional manholes are anticipated along the slope for pipe grade changes. These will be <br />visible. A headwall approximately 3 to 5 feet tall will be visible from the river. Exposed concrete surfaces <br />will be cast -in-place with a form liner that may give the appearance of a glacial or flagstone fagade. <br />Earthwork grading will be completed around the outfall structure and pipe alignment. Riprap will be placed <br />adjacent to the outfall in underwater and above water areas for erosion and scour control. <br />This project is subject to IDEM Wet Weather Section approval. The approximate alignment may vary <br />depending upon construct ability issues. The City and their consultants will make every attempt to minimize <br />tree removal and restore areas as soon as possible following construction. <br />RECOMMENDATION: Staff recommends approval of the project as presented realizing that the exact <br />location of the new CSO will be determined on site. <br />
