STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 05/04/2006 <br />Application Number: 2006-0501 <br />Property -Location: 121 Studebaker <br />Property Owner: Nina Porter <br />Landmark or District Designation: Local Landmark <br />Rating: <br />Significant <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This is the Charlotte and Frederick Ort House, which was built circa 1865-1870. In 1902, it was moved to this <br />location from 348 W. Colfax to make way for Central High School. Ort settled in the area in 1850, was a farmer and <br />worked for the Judson Flour Mill. The house is an excellent example of a frame Italianate residence. <br />APPLICATION ITEMS: <br />Replace porch -decking, repair latticework, add handrail and move stairs to side <br />LANDMARK GUIDELINES <br />C. Renovations and Additions. Renovation is the modification of a structure, which does not alter the general massing, while <br />am addition is a change in mass. Additions to landmarks should not detract from the original form and unity of the landmark <br />and should not cover singular examples of architectural detail. The proportions, materials and ratios of the existing structure <br />should be carried though in the additions. Care should be taken not to change or alter the following: <br />1. Structure — Necessary structural improvements, where safety demands should be accomplished in such a way as <br />to cause minimal visible change to the original style and construction. <br />2. Material — Additions and improvements involving any new material in a landmark should be of the same material <br />as the original. <br />RECOMMENDATION <br />The porch posts, brackets and roof configuration will remain the same despite the submitted drawing. The t <br />replacement of the porch decking and latticework is an in-kind replacement and staff recommends approval. <br />The proposed addition of the handrail to the porch meets the guideline standards for materials, will not cover . <br />singular architectural details and should not change the rhythm of the front fagade. The move of the stairs will also <br />meet the guidelines for materials and will not change the original form and unity of the landmark. If desired at <br />some point in the future, the stairs could be moved back to the current location and the handrail could be removed <br />as well. Staff recommends approval of the replacement of the porch decking, the repair of the lattice, the <br />moving of the stairs and the addition of the simple handrail. <br />
