sites, or similar preserves, are expected. In -water construction would be timed to avoid <br />important fish spawning activity. Bank protection at one of the three sites, the Leeper Island <br />Park site, would help protect two municipal wells. <br />h. Determination of Cumulative and Secondary Effects on the Acniatic Ecosystem: No <br />significant adverse cumulative or secondary impacts are expected. <br />III. FINDINGS OF COMPLIANCE WITH THE RESTRICTION OF DISCHARGE <br />No significant adaptations of the guidelines were made relative to this evaluation. The <br />proposed action is to protect all three sites with riprap stone. Alternative protection methods <br />include articulated concrete blocks, gabions, mechanically stabilized embankment walls, and <br />combination sheet pile toe protection with a riprap slope protection. The alternative of No <br />Federal Action was considered. The riverbank protection projects would not violate applicable <br />water quality standards. The project would not result in significant adverse effects on human <br />health and welfare, including municipal and private water supplies, recreational and <br />commercial fishing, plankton, fish, wildlife, and special aquatic sites. Life stages of aquatic or <br />other wildlife species would not be adversely affected. Significant adverse effects to the <br />aquatic ecosystem in terms of diversity, productivity, stability, recreation, aesthetic, and <br />economic values would not occur. Coordination with the U.S. Fish and Wildlife Service <br />indicates that adverse effects on species Federally listed as "threatened" or "endangered" are <br />not likely to occur. Appropriate steps taken to minimize adverse effects on the aquatic <br />ecosystem include the use of erosion and sedimentation control measures, limitations on in - <br />water equipment operations, and avoidance of in -water construction during important fish <br />spawning runs. The completed project would protect a road, municipal wells, and several <br />outfalls and utilities. The project also would reduce erosion induced turbidity and <br />sedimentation into the river. On the basis of the Guidelines for Specification of Disposal Sites <br />for Dredged or Fill Material (40 CFR part 230), it has been determined that the proposed <br />action is in compliance with Section 404 of the Clean Water Act. <br />C-4 <br />
