STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 6, 2006 <br />Application Number: 2006-0306A <br />Property Location: Leeper Park West <br />Property Owner: City of South Bend <br />Landmark or District Designation: Local landmark and National Register Landscape Landmark <br />Rating: <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: Leeper Park is a designed landscape <br />located in South Bend, Indiana in a residential area immediately north of the Downtown commercial <br />district of the city. In 1911, noted landscape architect George Kessler prepared a master plan for South <br />Bend to develop a citywide park and boulevard system Leeper Park became a focal point within Kessler's <br />plan. <br />APPLICATION ITEMS: Install storm sewer from Navarre to the St. Joseph River under Lafayette Blvd. <br />This will entail digging up a section of Leeper Park from Riverside to the St. Joseph River. Install sidewalk on <br />eastside of Lafayette, and narrowing Riverside -Lafayette intersection <br />Standards for Leeper Park: 9.5 Circulation #12 No vehicles unless of or approved by the South Bend Park <br />Department shall be permitted on any part of the park surface at any time ... Any damage caused by any <br />vehicle, shall be repaired immediately to look as it did prior to said damage. #13 Construction of any type <br />within the park shall be done so as not to disturb any feature of the park. Sheeting of plywood or other <br />approved material may need to be laid upon the surface of the park prior to construction equipment. Repairs, <br />which must match the original historic design concept, shall be made in any and all circumstances of damage. <br />#3 Alteration of existing or addition of new circulation layouts will be considered if it can be shown that better <br />site circulation is necessary and that the alternation does not alter the basic concept of the historic landscape <br />design and #4 When replacement of circulation layouts is necessary, it should be based on physical or <br />documentary evidence. <br />RECOMMENDATION: Staff recommends approval. The removal of the sod necessary for the storm <br />sewer will be replaced also the tree. Exhibit 3 of the Leeper Park Cultural Landscape Report by the <br />Westerly Group indicates the presence of sidewalks on the east side of Lafayette in Leeper Park and also a <br />narrower intersection at Lafayette and Riverside. The tree roots of any existing trees will be avoided by <br />the use of cut outs in the sidewalks. <br />
