Todd Zeiger asks the homeowners their intention regarding soffits and eaves. Mr. Butcher answers that <br />he would prefer to encapsulate them with an aluminum product. Mr. Butcher recognizes that some work <br />will have to be done to give a uniform appearance to ensure the trim meets the siding. <br />There were no public comments. <br />Shawn Peterson [Counsel] verifies with the homeowners that the homeowners are aware of and intend to <br />comply with the conditions of the CoA, specifically that they intend to leave the gables and detail exposed. <br />The Butcher's reply that some of the decorative elements will have to be replaced as they have <br />deteriorated beyond the point of repair, but do intend to replace the decorative pieces in kind to preserve <br />the appearance. Mr. Butcher asks the Commission for the recommendation on this matter, and Todd <br />Zeiger replies that the staff recommendations are what they are, and are stated in the CoA. Catherine <br />Hostetler replies that eaves are excluded from specific mention in the current CoA, but offers that the <br />encapsulating of the band boards and soffits can be stipulated. Mrs. Butcher states that she believes that <br />the best course of action regarding those elements will reveal itself during the project. Lynn Patrick <br />notes that the homeowners are looking for some guidance on their project. Todd Zeiger implores the <br />Commission to be sure that their approval is consistent regarding the appearance of the house. Linda <br />Riley asks the homeowner if it is prudent to mix vinyl and aluminum. The homeowner replies yes. Todd <br />Zeiger consults Shawn Peterson [Counsel] regarding the fact that MIM Butcher received a building <br />permit for this work before the creation bf the Chapin Park LHD and the guidelines of said. Shawn <br />Peterson [Counsel] responds that in letting the permit expire, the homeowners are now bound by the <br />guidelines that have since been adopted. <br />Gerald Ujdak suggests that the process be expedited, and the CoA be considered only as presented with <br />the understanding that some other details of the project be left for "another time" as it is obvious that the <br />homeowners are looking for some guidance in their decision-making. Lynn Patrick, Gerald Ujdak and the <br />Mr. Butcher discuss their hope that the clear solution to this point presents itself during the project. As <br />the soffit and eaves were not specifically mentioned in the current CoA, Catherine Hostetler verifies that <br />those items can be addressed in a separate CoA. Mr.Butcher asks that if he constructs his scaffolding <br />and begins his work, will he be in violation at any time. Mr. Butcher requests the option of either vinyl <br />siding to the soffit and then using an aluminum project on the facia, or merely using the siding on the <br />clapboards and then scraping and painting the overhangs. Martha Choitz asks the homeowner to verify <br />that they won't change the type of siding mid project and thereby change the appearance of the house. <br />The homeowners confirm that they will not change their choice ofsiding. <br />Tim Klusczinski states that he is unclear on approving a CoA as it appears and wishes to rework it as <br />there aren't any specifications regarding gauge thickness, and would prefer to see a sample of the <br />product to ensure the appearance of the house. Mr. Butcher offers to bring a sample for a review. <br />Tim Klusczinski suggests that Preservation Specialist Wayne Doolittle inspect a sample of the product <br />and compare it to the original clapboards. However, Wayne Doolittle is out of town. Mr. Butcher <br />responds that if you hold a piece of the Triple -3 siding up next to the house, they appear identical. <br />Shawn Peterson [Counsel] asks the homeowners if they wish to modem their CoA to include the option to <br />either paint or use the aluminum product on specified areas. The homeowners replied yes, as they're not <br />yet sure what is the most prudent course of action. <br />Lynn Patrick moves to approve 2006-0606 817 Leland "with the understanding that they (the <br />homeowners) have the option of vinyling and soffit with aluminum vents and soffit or to scrape and <br />paint the overhang, and that we would like only cover the clapboards and leave the shingles and the <br />gables exposed." "Also the dentil work on the porch will remain in tact or will be replaced in kind". <br />The homeowners confirm that those conditions are clear. Mary Jane Chase seconds the motion as <br />stated. The vote is 7-1, Todd Zeiger voted not to approve. <br />
