STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 6.2006 <br />Application Number: 2006-0606 <br />Property Location: 817 Leland <br />Property Owner: Victor Butcher <br />Landmark or District Designation: Chapin Park LHD/NR <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: <br />This Free Classic/Queen Anne home was built around 1904. Edwin and Mary Smith were the first residents; and <br />Mary continued to live there as a widow using it as a boarding house until 1910. From 1912 to 1930 Phero C. <br />Fergus resided there. It is currently owned by Susan and Victor Butcher. <br />APPLICATION ITEMS: Vinyl side the house with Georgia Pacific panel .40 gauge, fir out openings around <br />openings to maintain proper reveal with 3/a" pine (1 by) /.23 gauge coil stock. They want the vinyl for easy <br />maintenance, as they are getting older. They did not have the resources to finish the project between May 2002- <br />2004 under their building permit dated 5/22/02. Work to be completed by September 1, 2006. <br />Chapin Park Standards and Guidelines: H Existing Structures A. Building Materials <br />Required: Original exterior building materials shall be retained when possible.... The existing architectural detail <br />around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when <br />deteriorated beyond repair. <br />Recommended: Whenever possible, the original building materials should be restored. When maintaining or <br />repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood <br />surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain <br />the original trim around windows, doors, cornices, gables, eaves and other architectural features. <br />RECOMMENDATION: Mr. Butcher received a building permit on May 22, 2002 to apply siding to his home. <br />The siding was not installed and the permit has expired. The house is now part of the Chapin Park Local Historic <br />District and at the time of designation, March 14, 2005, the house appeared as it does today, a wood clap -board <br />sided house. Although the house has severely peeling paint, window reconfigurations and removed architectural <br />trim and drip mouldings, the wood is still in good condition and could be painted. If painted properly the paint <br />should last 15 years. Mr. Butcher does not want to prep the house and paint it because it would take too long. He <br />has already invested in some of the materials and has applied vinyl cladding to some windows and corner boards. <br />According to the 1987 Survey card with house had already undergone major alterations and was covered with <br />asbestos siding and had aluminum replacement storm windows and doors. There have been additional, significant <br />changes to the several of the windows on the sides of the house since 1987. The project to re -side the house was <br />started in 2002, prior to the local district designation, but the project was never completed and the permit expired. <br />Staff recommends approval of the vinyl siding with the stipulation that it only cover the clapboards and leaves the <br />shingles in the gables exposed and that the dentil work on the porch remain in tact. <br />
