STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 15, 2006 <br />Application Number: COA# 2006-0615-A <br />Property Location: 1019 South Michigan <br />Property Owner: United Enterprise Association of South Bend, Inc <br />Landmark or District Designation: Local Landmark <br />Rating: <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The Burke Building is a two storey <br />Colonial Revival style commercial structure constructed by W. W. Schnieder Construction Company in <br />1928 for Morris Burke, his wife Meriam and their children, Jacob Burke, Sara Burke Richman and her <br />husband, Isadore. <br />APPLICATION ITEMS: Complete Tear Off of roof and replacement of wood decking with7/16 OSB board <br />as needed. Compete re -roof with 45 black EPDM single -ply rubber roof system with EPS tapered roof <br />insulation; '/i" mechanically fastened fiber insulation. Remove coping tile on North and West sides and install <br />treated wood nailer and metal cap if original non-contributing coping tiles too fragile to be removed and <br />replaced. South and East parapet walls termination method will include installation of ter bar below the <br />existing tile with wall anchors to protect terra cotta. Mortar joints between the tiles would be caulked as <br />needed or could be ground and re -mortared. Existing skylights could be removed, the glass reworked as <br />needed and replaced a minimum cost. <br />Group B Standards: B. Treatment. Treatment shall be defined as any change of surface materials that will not <br />alter the style or original form. Such improvements include re -roofing, glazing ... A treatment change of any <br />surface whether on the landmark or its environment may require a Certificate of Appropriateness .... The <br />commission should review the proposed treatment for character and style consistency with the original <br />surfaces. <br />RECOMMENDATION: Staff recommends approval. None of the proposed work will alter the style or <br />original form of the Burke Building. The removal of non contributing tiles and their replacement with painted <br />metal will not be visible from the street. The Contractor, Ingwald Johnson, and the UEA should evaluate the <br />economic feasibility of the skylights and report to the HPC their course of action, as these feature are not <br />visible from the street. <br />
