LOCAL LANDMARK STANDARDS: Building Site and Landscaping <br />Required: Major landscaping items, trees, fencing... which reflect the property's history and <br />development shall be retained.... <br />Recommended: New site work should be based upon actual knowledge of the past appearance of the <br />property found in photographs, drawings and newspapers. Plant materials and trees in close proximity to <br />the building that are causing deterioration to the building's historic fabric should be removed... <br />Prohibited: No changes may be made to the appearance of the site by removing major landscaping <br />items, trees, fencing ... and other elements before evaluating their importance to the property's history and <br />development. <br />RECOMMENDATION: Staff met with Carla and Theron at their home on May 25, 2006 to review <br />their concept for the landscaping. The wooded lot is over grown and dead limbs are falling off of trees <br />and onto the cars, deck and windmill at the rear of the house and also pose a threat to the main part of the <br />house. The landscaping features will follow the grass and tree landscaping features typical of rural <br />Italianate homes pictured in the St. Joseph County 1875 Atlas. The proposed work will improve the <br />health of the remaining trees around the house and retain the tree buffer between the house and US 23 and <br />the subdivision. Staff recommends approval. <br />Carla Roberts, the homeowner, was recognized by the Chair to speak on behalf of the project. Mrs. <br />Roberts states that in the year that they've owned the house they have not done any work to the <br />landscaping as they have been busy working on the inside of the house. Mrs. Roberts distributed the <br />original copies of the CoA application photos as they'd copied poorly.because they had been faxed into <br />the HPC office. The Commissioners expressed their thanks. Mrs. Roberts stated that her goal was to <br />maintain the appropriateness of the appearance of the house and landscaping. The homeowners plan to <br />restore the North and South lawns and remove construction gravel that was used during the building of a <br />nearby subdivision. Mrs. Roberts has contacted, and will have, the expertise of the City Forester to assist <br />in this project. <br />Further, the homeowners will restore the original windmill on the property at a later time. Lynn Patrick <br />responds that there are many resources and experts on windmills should the homeowners need some <br />guidance. Mrs. Roberts declines to have that additional work included on this C64 but will seek another <br />CoA later for'the windmill restoration. <br />Gerald Ujdak questions Mrs. Roberts on what types of trees are on her property. Mrs. Roberts replies <br />that she's not sure what all is growing there. Some pines, maples and oaks for sure, but she's not sure <br />specifically what types. <br />There were no public comments. <br />Martha Choitz moves to approve CoA 2006-0608A 14297 US23, the motion is seconded by Todd <br />Zeiger. The motion passes unanimously. <br />4.2006-0615A The Burke Building <br />The Chair recognized Catherine Hostetler to read the Staff Report. <br />STATEMENT OF SIGNIFICANCEMISTORIC CONTEXT: The Burke Building is a two story <br />Colonial Revival style commercial structure constructed by W. W. Schnieder Construction Company in <br />1928 for Morris Burke, his wife Meriam and their children, Jacob Burke, Sara Burke Richman and her <br />husband, Isadore. <br />APPLICATION ITEMS: Complete Tear Off of roof and replacement of wood decking with?/16.OSB <br />boafd as needed. Compete re -roof with 45 black EPDM single -ply rubber roof system with EPS tapered <br />roof insulation; 1/2" mechanically fastened fiber insulation. Remove coping the on North and West sides <br />
