STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: January 12, 2006 <br />Application Number: 2006-0104 <br />Property Location: 1325 East Wayne Street South <br />Property Owner: Mr. Roland Kelly <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This 1926 Colonial Revival Home was <br />designed by H.R. Stapp for Whitcomb and Keller for Myra G. and Elmer A. Higgins. Mr Higgins was the <br />first Christian Science teacher in South Bend. The home was purchased by Merrice and Roland Kelly in <br />1969. At the time of the 1986 survey it was noted that there was an aluminum sided one -storey gabled <br />rear addition to the house with shed roof entrance. <br />APPLICATION ITEMS: Mr. Kelly wishes to extend the one storey rear addition on his home to <br />accommodate a full bathroom and bedroom. He also wishes to reconstruct the current deck to attach to the rear <br />=f the new addition. The new addition will match the exterior and will not remove any original features of the <br />mouse. The new windows will match the windows on the house which would be wooden Pella windows. <br />Thomas Thompson of Thompson Homes is the Contractor. <br />Standards for East Wayne Street: III New Construction A. Height and Proportion: Required: <br />....Additions to existing buildings shall be related in height and proportion to the existing structure. B. <br />Building Materials: ReQuired:....Materials used on an addition to an existing structure shall relate to the <br />existing or original materials of that structure. As much of the original structure as possible shall be retained so <br />that the addition could be removed without damage to the basic structure and appearance of the building. <br />RECOMMENDATION: Staff recommends approval of the addition and deck as they are in proportion to <br />the existing house, will match the exterior materials and do not infringe on the original 1926 structure. <br />
