STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 15, 2006 <br />Application Number: 2006-0118B <br />Property Location: 129 West North Shore Drive <br />Property Owner: Peter Bauer and Mary Ellen O'Connell <br />Landmark or District Designation: West North Shore LHD <br />Rating: Significant <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Freyermuth and Maurer designed <br />Neo -Classical house was built in 1905 for Eugene Harper Miller. Mr. Harper was the President of the <br />American Trust from 1920 until 1932. He then became Treasurer of Home Improvement Company in <br />1932. Peter Bauer and Mary Ellen O'Connell purchased the home in August,2005. <br />APPLICATION ITEMS: The owners received staff approval to remove non contributing and deteriorating <br />1975 brick wall on the west and east sides of the back yard and to restore the north brick wall. They wish to <br />enclose the back yard along the east, west and south (side yard) with a black aluminum flat top or spear -point <br />fence. <br />Standards for West North Shore: The Standards for the West North Shore Local Historic District are <br />silent on the use of fencing in the back or side yards (with the exception of the side yards in Lots 12 and 13) of <br />the homes located in the District and of back yards in general. <br />RECOMMENDATION: Staff recommends approval and prefers the spear -point fence. <br />
