STAFF REPORT. <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: December 6, 2006 <br />Application Number: 2006-1122 <br />Property Location: 733 Bronson <br />Property Owner: Robert Culp <br />Landmark or District Designation: <br />Rating: <br />Contributing <br />Edgewater Place Local Historic District <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This vernacular gabled ell is thought to <br />have been constructed in 1892 by William H Harper, a grocery store owner and real estate developer. The <br />house was eventually sold to William Garfield in 1901, a piano tuner, who lived there for 40 years. It was <br />also owned by several others including Mary Unger nee Dreibelbis who operated a Beauty Parlor in the <br />house during the 1940s. The current owner purchased it after Barbara and Larry Sehl abandoned the <br />house in 2006. <br />APPLICATION ITEMS: The owner has engaged DePalma Home Remodeling to vinyl side the house <br />and to paint the windows, soffits and fascia. <br />Edgewater Place Standards II Existing Structures, A. Building Materials Original exterior wall materials <br />in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the <br />majority of the cases the aluminum siding has been applied over the original clapboard. There are some <br />masonry commercial buildings on Lincolnway. <br />Required: Existing exterior building materials shall be retained. Deterioration of wood materials shall be <br />prevented through repair, cleaning and painting. The existing architectural detail around windows, <br />porches, doors and eaves should be retained or replaced by replicas of the same design and materials <br />when deteriorated beyond repair... <br />Required: Whenever possible, the original building materials should be restored. Aluminum or vinyl <br />siding may be used when it is the only feasible alternative to maintaining the original surface material. <br />When used over wood surfaces, this siding should be the same size and style as the original wood. <br />However it must be noted that such material can contribute to the deterioration of the structure from <br />moisture and insects.... <br />Prohibited: Wood siding shall not be resurfaced with new material such as artificial stone, brick veneer, <br />asbestos or asphalt shingles which is inappropriate or was unavailable when the building was <br />constructed.... <br />See attached for complete the Standard concerning all building materials but do not apply to this house. <br />RECOMMENDATION: The contractor proposes to apply vinyl siding over the existing asphalt shingles <br />which were applied over the original clapboards. It is noted on the 1985 survey card that the integrity of this <br />home was altered -major and was only in fair condition. Its condition did not improve over this 21 year period. <br />While the application of vinyl siding is not ideal, it will more closely resemble to original clapboards and no <br />original features are going to be removed. Staff recommends approval with the stipulation that the contractor <br />agrees to restore the deteriorated drip moldings above the windows that were removed. <br />
