STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 04/05/2006 <br />Application Number: , 2006 -0314 <br />Property Location: 441 West North Shore, South Bend <br />Property Owner: Bob & Lucy Jones <br />Landmark or District Designation: West North Shore Local Historic District <br />Rating: <br />Contributing/ 10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This is a 1938 Colonial Revival house built in 1938 by contractor William Reinke for the Cooper family. <br />APPLICATION ITEMS: <br />New landscaping plan for the property to include several types of vegetation: perennials, ground cover, shrubs and <br />arborvitae. <br />WEST NORTH SHORE GUIDELINES <br />The standards only note that: "the current or historic landscaping character of the lawns should be preserved" and <br />"front yard areas, trees, and lawns must remain open." (18). They are silent on the rear portion of the properties. <br />RECOMMENDATION <br />The current landscaping character includes rounded planting beds along the foundation of the house, the driveway <br />and the walks with shrubs and small coniferous trees. The proposed landscaping plan is sensitive to the current <br />character of the landscaping as it also employs rounded beds and will include a variety of historically appropriate <br />plantings. <br />Staff recommends approval of the landscaping plan. <br />
