STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: September 8, 2005 <br />Application Number: 2005-0825A <br />Property Location: 517 Carroll Street <br />Property Owner: Mr. Kent Anderson <br />Landmark or District Designation: Taylor's Field LHD <br />Rating: No Rating <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT, <br />Queen Anne house built around 1890 with Arts and Crafts features in the front bay and gable window <br />with a wide carved cornice under the eave of the front gable and dormer. Side windows also display Arts <br />and Crafts characteristics. It has an enclosed brick front porch and is aluminum sided. The house is <br />thought to have been built by Lathrop Taylor and owned by his daughter Mary Taylor Nicar's husband. <br />APPLICATION ITEMS: The owner wishes to remove the 8 -inch aluminum siding and to reside the <br />house with double 4 inch vinyl siding resembling clapboard. The peaks will be sided with half round <br />vinyl to resemble a Victorian and to resemble some of the other homes near by. The overhangs will also <br />be enclosed using vinyl soffit and aluminum fascia. The Wolverine Siding Systems Products will be used. <br />P&R Construction, Contractors. <br />RECOMMENDATION:. This is an owner occupied home in Taylor's Field that is currently not rated. The <br />removal of the 8 -inch white aluminum is good; the re -siding with 4 -inch vinyl to resemble a Victorian is not <br />so good because the house really isn't a Victorian. Since this project is in a Rehabilitation district in a very <br />challenging area being proposed by a resident homeowner, staff recommends approval but only if the <br />replacement siding replicates any architectural features uncovered and the owner understands that the <br />Wolverine Lifetime warranty does not cover discoloration of the product except under very limited <br />circumstances and at Wolverine's sole discretion. Also the wide decorative wooden fascia boards should not <br />be covered, original doors and trim and windows and trim are to be maintained; and any original trim <br />uncovered when the aluminum siding is removed is to be retained. <br />
