ALADEAN DEROSE: I will be making a change in Section 1; because, I understand <br />that it is the will of the commission for the end of the first paragraph in Section 1 to read, <br />"The majority of every standing Committee shall be constituted of Commission <br />members." <br />JOANN SPORLEDER: Does that include then Section 2, Special Committees? <br />ALADEAN DEROSE: No, special committees do not have outside members. Standing <br />committees would have outside members. If the commission wishes, we could add an <br />additional sentence to the end of Section 2 to read, "Membership on the South Bend <br />and St. Joseph County Historic Preservation Commission is not a prerequisite for <br />membership on special committee." It would be helpful to have a motion tonight from <br />the commission to approve the amendments that you've proposed and then vote on the <br />resolution as amended at the next month's meeting. The amendment to the resolution <br />would be that Section 1 would contain a new sentence at the end to read, "The majority <br />of every committee shall be constituted of commission members." The second <br />amendment shall be at the end of Section 2 to read, "Membership on the South Bend <br />and St. Joseph County Historic Preservation Commission is not prerequisite of <br />membership on standing committees." <br />JOHN OXIAN: I will make a motion to amend the changes to the by-laws based on <br />what you just stated. <br />TODD ZEIGER: Seconds the motion and it passes. Joann Sporleder abstains. <br />JOANN SPORLEDER: If this resolution passes at our next monthly meeting are we <br />obligated to create an advisory board? <br />ALADEAN DEROSE: No, you have the power to do it if you want to. <br />Aladean DeRose corrected her earlier answer to Joann Sporleder regarding being <br />obligated to create an advisory board if the resolution passes at the next monthly <br />meeting. <br />ALADEAN DEROSE: We may need to amend the first sentence of Section 3 to read, <br />"To assist the Commission and its staff in fulfilling the Commission's mission and <br />effectiveness in the community, an Advisory Board may be established." This way <br />you have the power to establish an advisory board whenever you wish. <br />TODD ZEIGER: I will make a motion that we amend the first sentence of Section 3 as <br />stated. <br />MARY JANE CHASE: Seconds the motion and it passes unanimously. <br />D. STAFF REPORTS <br />1. C of A approvals; Correspondence — (See blue copy of Staff <br />Approvals May 14 -October 14, 2005 attached to HPC meeting <br />binder) <br />A. Director's Report (See cream copy of Directors Report attached <br />to HPC meeting binder). <br />CATHERINE HOSTETLER: There are three issues at the end of the Director's Report <br />that I would like some guidance on from the commission. The first issue is: We have <br />been asked to support Connie and Tom Tooley's position against the proposed ordinance <br />and site development plan of Allan Klein, et al to zone from "MF I" Urban Corridor <br />Ei <br />
