RESOLUTION NO. A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY AMENDING THE COMMISSION'S BY-LAWS WHEREAS, the By -Laws of the Historic Preservation Commission of South Bend and St. Joseph County were last amended in 1995; and WHEREAS, Article 10 of the By -Laws provides the appropriate procedure for amending by-laws which requires that approval must be made by a majority of Commissioners at a meeting where all members are present unless Notice of the substance of the proposed amendment is sent to each Commission member at least 10 days before the meeting, and that the proposed by-law amendment be introduced at one meeting and acted upon at the next regular meeting; and WHEREAS, it is desirable and necessary to amend the By -Laws to create an Advisory Board and to permit non -Commission members to serve on Standing Committees. NOW, THEREFORE, BE IT RESOLVED by the Historic Preservation Commission of South Bend and St. Joseph County that its By -Laws be amended as follows: Section I. Article 7 of the By -Laws shall be amended to read as follows: ARTICLE 7 COMMITTEES AND ADVISORY BOARD, Section 1. Standing Committees.. The standing Committees of the Commission shall be Budget and Finance, Standards and Maintenance, Historic Landmarks, Historic Districts, Public Relations and Community Education Committee, and Legal Committee. Each Committee shall be chaired by a member of the Commission who shall be appointed by the President •. htel be nained by the Gemmissien at the first meeting in the calendar year and said Committees Chairs shall serve for the calendar year or until their successors are appointed or the Commission by resolution shall determine otherwise . Membership on the South Bend and St. Joseph County. Historic Preservation Committee is not a wereauisite for membership on standing committees.. Standing Committee members may be selected from interested and knowledgeable citizens of South Bend and St. Joseph Countv. and Committee members shall report to the Commission President. Section 2. Special Committees., Special Committees may be appointed by resolution of the Commission, or by unanimous consent, to serve at the pleasure of the Commission. The President may appoint special Committees between Commission meetings to act upon urgent matters and report at the next meeting of the Commission. Such Special Committees appointed by the President may continue if authorized by resolution of the Commission or by unanimous consent.
