STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: November 9, 2005 <br />Application Number: 2005-1028 <br />Property Location: 1333 E. Wayne Street South <br />Property Owners: Laura and Edward Smith <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: C/9 <br />Statement of Significance/Historic Context: <br />This Colonial style house was built in 1941 for Francis and Mary Messick. Mr. Messick was <br />born in South Bend in 1908 and was Treasurer of the American Trust Company of South bend, <br />and later worked for Associates Discount Corp. The current owners, Laura and Edward Smith, <br />purchased the house in 1992. <br />Application Items: <br />Replace steel casement windows with efficient "Tilt Double Hung" windows by Semco #1614 <br />2W2H. This is a reapplication for windows (COA #1997-1006) approved by Commission on <br />November 17, 1997. <br />Recommendation: <br />Staff recommends Approval of windows with wood exteriors primed with latex primer to match <br />originals. <br />
