Mr. Messick was <br />born in South Bend in 1908 and was Treasurer of the American Trust Company of South bend, <br />and later worked for Associates Discount Corp. The current owners, Laura and Edward Smith, <br />purchased the house in 1992. <br />Application Items: <br />Replace steel casement windows with efficient "Tilt Double Hung" windows by Semco #1614 <br />2W2H. This is a reapplication for windows (COA #1997-1006) approved by Commission on <br />November 17, 1997. <br />Recommendation: <br />Staff recommends Approval of windows with wood exteriors primed with latex primer to match <br />originals. <br />
