STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 11/09/05 <br />Application Number: 2005-0825 REVOCATION PROCEEDINGS <br />Property Location: 517 South Carroll <br />Property Owner: Kent Anderson <br />Landmark or District Designation: Taylor's Field Local Historic District <br />Rating: It was rated NC before the aluminum siding was removed, but would probably be rated Significant. <br />COURSE OF EVENTS <br />September 19, 2005 -- The Commission approved the removal of the aluminum siding and replacement <br />with vinyl siding based on information that the original wood siding underneath was in poor condition <br />and was rotten. <br />By September 26th, the aluminum siding had been removed, and the contractor was awaiting guidance <br />from HPC staff. On September 28`h, Catherine Hostetler, Julie Schutte, Wayne Doolittle, Lynn Patrick, <br />and Bob Yapp (HLFI) reviewed the progress of this project and found the old growth poplar to be in <br />excellent condition. Todd Zeiger reviewed the property individually. <br />October 17, 2005 — The Commission voted unanimously to reconsider this CoA at the November 21" <br />meeting based on misrepresentation of "the conditions requiring replacement of siding material." <br />The pertinent excerpts of minutes from the September and October meetings are included as well as the <br />Notice of Proceedings and photo of the exposed wood siding. <br />STAFF RECOMMENDATION <br />As the siding is in excellent condition, Staff recommends revocation of CoA 2005-0825. <br />Staff recommends painting the exterior of the house with oil-based primer and quality oil-based paint per <br />HLFI's specifications for a high-quality, long lasting paint job. <br />
