STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: 11/09/05
Application Number: 2005-1012
Property Location: 11 I 1 Riverside Drive
Property Owner: Paul Kochanowski & Brenda Knowles
Landmark or District Designation: Riverside Drive Local Historic District
Rating: Significant/12 -- Prairie — designed by Ernest Young in 1913
APPLICATION ITEMS
Remove 14 wood 4 -over -1 double -hung windows from second floor; replace with vinyl one -over -one
"Royal Seal" windows with applied muntins. Cost of replacement: — $8,000 or $571 per opening.
GUIDELINES
II. C. Windows and Doors. Required: Original windows shall be retained including sashes, lintels, sills,
shutters, decorative glass, pediments, hoods, and hardware. When deteriorated bevond repair, they shall
be replaced with units and trim resembling the original.
RECOMMENDATION
Staff presented the owners with the information packet on wood window repair and wood storm window
options in October. After the application was submitted, HPC Inspector reviewed the windows and
concluded that they are repairable and not in a condition that would necessitate replacement.
Additionally, the proposed vinyl replacements do not resemble the original windows. The stiles and rails
are much thicker on the replacement windows and there is also the additional bulk of the screen track on
the exterior of the window sashes. The replacements will have more sash with less glass.
The replacement of the aluminum triple -track storm windows with wood storms, though, would improve
energy efficiency, allow for easier cleaning of the windows, rehabilitate the historic character of this high
rated house, be a higher quality product, and cost less than the replacement windows.
Staff does not recommend approval.
