STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 11/09/05 <br />Application Number: 2005-1012 <br />Property Location: 11 I 1 Riverside Drive <br />Property Owner: Paul Kochanowski & Brenda Knowles <br />Landmark or District Designation: Riverside Drive Local Historic District <br />Rating: Significant/12 -- Prairie — designed by Ernest Young in 1913 <br />APPLICATION ITEMS <br />Remove 14 wood 4 -over -1 double -hung windows from second floor; replace with vinyl one -over -one <br />"Royal Seal" windows with applied muntins. Cost of replacement: — $8,000 or $571 per opening. <br />GUIDELINES <br />II. C. Windows and Doors. Required: Original windows shall be retained including sashes, lintels, sills, <br />shutters, decorative glass, pediments, hoods, and hardware. When deteriorated bevond repair, they shall <br />be replaced with units and trim resembling the original. <br />RECOMMENDATION <br />Staff presented the owners with the information packet on wood window repair and wood storm window <br />options in October. After the application was submitted, HPC Inspector reviewed the windows and <br />concluded that they are repairable and not in a condition that would necessitate replacement. <br />Additionally, the proposed vinyl replacements do not resemble the original windows. The stiles and rails <br />are much thicker on the replacement windows and there is also the additional bulk of the screen track on <br />the exterior of the window sashes. The replacements will have more sash with less glass. <br />The replacement of the aluminum triple -track storm windows with wood storms, though, would improve <br />energy efficiency, allow for easier cleaning of the windows, rehabilitate the historic character of this high <br />rated house, be a higher quality product, and cost less than the replacement windows. <br />Staff does not recommend approval. <br />
