STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: November 10, 2005 <br />Application Number: 2005-1104A <br />Property Location: 840 Park <br />Property Owners: Diana and John Matthias <br />Landmark or District Designation: Chapin Park Local Historic District / NRD <br />Rating: S/11 <br />STATEMENT OF SIGNIFICANCEMISTORIC CONTEXT: <br />Free Classic Queen Anne constructed in 1907 for Estelle and Ira Gray. Ira Gray was a developer and the <br />residence was sold to Josephine and Francis Sherritt in 1908. The current owners are Diana and John <br />Matthias who have owned this home for approximately 30 years. <br />APPLICATION ITEMS: The COA is to retain the Doric style capitals that replaced the Scamozzi capitals in <br />the summer of 2005. <br />STANDARDS: II Existing Structures, D. Entrances, Porches and Steps <br />Required: When deteriorated beyond repair, existing or original porches, stoops, patios and steps, <br />including handrails, balusters, columns, brackets, tiles, and roof decorations, shall be retained or replaced <br />by replicas of the same design or by a design more in keeping with the historic period of the structure. <br />RECOMMENDATION: Staff recommends replacement of the 2005 Doric capitals with Scamozzi capitals <br />and denial of the COA application 2005-1104A. <br />Chapin Park became a Local Historic District in March 2005. The way in which a house appears at the <br />time of a district's designation is how the Commission evaluates applications for COAs. The capitals on <br />the porch columns at 840 Park at the time that the district's ordinance were 3 full Scamozzi Capitals and 2 <br />half Scamozzi Capitals. One full Scamozzi was a 2001 replacement due to storm damage. <br />
