611 Vll. Minimum Maintenance Standards (p.28) <br />612 All Landmarks and all contributing structures located in an historic <br />613 district shall be preserved from decay and deterioration, and shall be <br />614 maintained in good repair and kept structurally sound. <br />615 The owner or other person having charge or control of Landmarks <br />616 and property in an historic district shall not allow or permit <br />617 deterioration from defects or conditions which, in the judgment of the <br />618 Commission, produce a detrimental effect on the character of the <br />619 district as a whole or the life and character of the Landmark, <br />620 structure or property in question, including but not limited to: <br />621 Deterioration of exterior walls or other vertical supports causing <br />622 conditions such as splitting, leaning, buckling, crumbling, visible <br />623 cracking or similar conditions <br />624 Deterioration of roofs and other horizontal members causing conditions <br />625 such as sagging, splitting, buckling, crumbling, holes, missing shingles <br />626 or similar conditions <br />627 Deterioration of external chimneys causing such conditions as listing, <br />628 settling, bulging, crumbling, holes, loose or missing materials or similar <br />629 conditions <br />630 Deterioration or crumbling of exterior plasters or mortar <br />631 Ineffective waterproofing of exterior walls, roofs and foundations, <br />632 including broken windows and doors <br />633 Peeling paint, rotting, holes and other forms of decay <br />634 Lack of maintenance surrounding environments such as fences, gates, <br />635 sidewalks, steps, signs, accessory structures and landscaping <br />636 Deterioration of any feature so as to create, or permit the creation of any <br />637 hazardous or unsafe condition(s) <br />638 The Commission shall give notice to the owner or person in charge <br />639 of the structure, by certified or registered mail, of each specific <br />•640 instance of failure to maintain or repair.
