611 Vll. Minimum Maintenance Standards (p.28) 612 All Landmarks and all contributing structures located in an historic 613 district shall be preserved from decay and deterioration, and shall be 614 maintained in good repair and kept structurally sound. 615 The owner or other person having charge or control of Landmarks 616 and property in an historic district shall not allow or permit 617 deterioration from defects or conditions which, in the judgment of the 618 Commission, produce a detrimental effect on the character of the 619 district as a whole or the life and character of the Landmark, 620 structure or property in question, including but not limited to: 621 Deterioration of exterior walls or other vertical supports causing 622 conditions such as splitting, leaning, buckling, crumbling, visible 623 cracking or similar conditions 624 Deterioration of roofs and other horizontal members causing conditions 625 such as sagging, splitting, buckling, crumbling, holes, missing shingles 626 or similar conditions 627 Deterioration of external chimneys causing such conditions as listing, 628 settling, bulging, crumbling, holes, loose or missing materials or similar 629 conditions 630 Deterioration or crumbling of exterior plasters or mortar 631 Ineffective waterproofing of exterior walls, roofs and foundations, 632 including broken windows and doors 633 Peeling paint, rotting, holes and other forms of decay 634 Lack of maintenance surrounding environments such as fences, gates, 635 sidewalks, steps, signs, accessory structures and landscaping 636 Deterioration of any feature so as to create, or permit the creation of any 637 hazardous or unsafe condition(s) 638 The Commission shall give notice to the owner or person in charge 639 of the structure, by certified or registered mail, of each specific •640 instance of failure to maintain or repair.
