The word "front' should be <br />restored. <br />Page 12: "The Residents of Chapin Park,..." <br />This phrase should be omitted, unless the document is actually endorsed by the <br />residents of Chapin Park. Since there is no mechanism in place to obtain or receive such <br />an endorsement from the residents as a whole, the phrase does not belong in the <br />document. <br />Page 13: "Any rehabilitation would not require the removal of all non -original <br />materials but would encourage the removal of all such materials, which are <br />incompatible with the defined elements ofpreservation for the district." <br />The comma after "materials" is out of place, and should instead follow the first <br />use of the word "materials." The word "all' is also inappropriate in both places it occurs, <br />since by virtue of the grand -fathering in of existing materials, the restrictions cannot <br />require the removal of ANY non -original materials. Using the word "all' implies that <br />rehabilitation DOES require the removal of SOME non -original materials. This word <br />was properly deleted by the Standards Committee. <br />Page 14: "Should" is defined as an expression of obligation, something that ought to <br />be done but that is open to compromise. <br />Redefine the word "should" to remove language that it connotes "obligation" or remove <br />it from all paragraphs headed "Recommended", and replace with the phrase "is encouraged to" or <br />"it is recommended that", modified to make the phrase appropriate in sentence context. <br />If "should" expresses an obligation, then it has the same practical meaning as the word <br />"shall," and provisions that state something "should" be done then become a requirement. True <br />"Recommendations" are not something a homeowner should feel compelled to compromise on; <br />either they are required to do something or they are free not to do so if they choose, ignoring the <br />"recommendation" of the HPC. <br />Page 15: Replace "should" in paragraphs (e2) and (e4) with "it is recommended" (unless the <br />word "should has been appropriately redefined to omit the element of obligation). Do the same <br />throughout the document. <br />It should be noted that the addition of the chart to this page adds absolutely nothing <br />to the meaning of the paragraphs, nor is it of any help in resolving the basic <br />question of whether recommendations are in truth recommendations or merely a <br />second tier of requirements. <br />Page 16: The title should read: <br />Chapin Park <br />Local Historic District <br />Guidelines and Standards <br />
