Mike Jackson, FAIA, is the <br />Chief Architect of the Preservation Services Division of the Illinois Historic <br />Preservation Agency. He will be able to use his years of experience in historic <br />preservation to showcase how both preservation and development goals are <br />being successfully integrated into upper story building projects across the state. <br />Noon Lieutenant Governor Pat Quinn (invited) <br />Lunch will be provided <br />1:00pm Building Codes & Life Safety <br />Building renovation isthe regulatory trigger mechanism for making changes "to <br />bring the building up to code." A new generation of building codes make it <br />easier to balance the relative merits of alterations with regard to safety, <br />construction efficiency and historic preservation. Marilyn Kaplan, is a <br />practicing architect in Albany, New York, and has been at the forefront of the <br />development of state, national and international rehab -based building codes. <br />She will bring her experience and insight into this critical area of the architectural <br />development process, with a focus on the buildings of Main Street. <br />2:00pm Accessibility Code <br />Universal accessibility has become an integral part of the planning and <br />development of the built environment. Both federal and state laws regulate this <br />issue, and affect the way we build. Frank Heitzman, AIA, is on Oak Park <br />architect who has been a leading advocate for accessibility design and historic <br />preservation. Frank was directly involved in the development of the historic <br />preservation chapters of the Illinois Accessibility Code. His presentation will <br />cover the regulatory basis for accessibility as well as some of the creative <br />technical alternates for building renovation. <br />3:00pm Questions and break <br />3:30pm Energy Conservation <br />Energy efficiency improvements are an integral part of any building renovation. <br />Dr. Brian Deal is a professor of Architecture and Urban Planning and the <br />director of the Smart Energy Design Assistance Center, which is a part of the <br />University of Illinois Building Research Council. He will be able to illustrate how <br />energy efficiency can be integrated into building renovation, with a special <br />emphasis on small commercial buildings. <br />5:30-7:00pm Guided tour of Rock Island /Upstairs Downtown tour <br />7:00pm Reception with Question & Answers <br />friday, april 8th UPSTAIRS DOWNTOWN <br />8:00am Continental Breakfast <br />9:00am Feasibility Studies & Pro -Forma <br />Downtown revitalization in Rock Island has been especially successful in putting <br />upper floors back to use as housing - for all income levels. New condos or <br />workforce housing are equal parts of the mix, requiring a variety of different <br />financial tools to "make the numbers work." Mike Jackson will discuss <br />feasibility studies and Dan Carmody will talk Pro -Formas. Dan Carmody is <br />the President of Renaissance Rock Island, which has been instrumental in this <br />effort. In addition to his local work, he is active with Illinois Main Street and is a <br />national board member of the International Downtown Association. <br />10:00am Community Incentives <br />The City of Rock Island has a downtown TIF district to assist in community <br />revitalization. Alan Carmen is the Planning and Redevelopment <br />Adminstrator for the City of Rock Island, which has created special incentives to <br />encourage redevelopment of vacant upper stories. Details of the Rock Island <br />program will be presented, as well as similar programs in other Illinois <br />communities. <br />11:00am Tax Incentives <br />Tax -related incentives can play an important role in financing building <br />rehabilitations. Carol J. Dyson, AIA, is an architect with the Illinois Historic <br />Preservation Agency and has worked with both federal, state, income-tax and <br />property -tax incentives. She will discuss the benefits and requirements of both <br />historic preservation and accessibility incentives and how they have been <br />successfully used for upper story rehabs. Steve Arbuthnot of National City <br />Bank has worked with historic tax credit projects large and small. He will discuss <br />financial aspects of tax credits and their integration into a sound financing plan. <br />Noon Lunch on your own <br />1:30pm Building Management <br />Real estate development is both a capital and an operational venture. <br />John Versypt is a real estate management professional with a great deal of <br />perspective regarding the day to day practices for successful real estate <br />management. Finding and keeping good tenants, keeping up with the <br />maintenance, and having a positive attitude are all part of the equation. <br />2:00pm Case Studies <br />Illinois upper -story case studies showcasing a variety of uses, budgets and <br />programs for the typical Main Street building will be reviewed. Anna <br />Margaret Borntrager works for the Illinois Historic Preservation Agency <br />within the Illinois Main Street Program specializing in upper -floor <br />redevelopment. <br />3:00-3:30pm Conclusion <br />
