STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: <br />Property Location: <br />Property Owner: <br />Designation: <br />K11IMtl:itTH <br />Palais Royal <br />201 North Michigan Street <br />South Bend, IN 46601 <br />City of South Bend <br />State Landmark <br />Rating: Outstanding - 13 <br />This building is not a local landmark, so our approval or rejection of this Application is <br />an advisory one, intended to facilitate and speed up the process of decision making at the State <br />level. <br />The side of this building is itself so colorful and distinctive, that adding an additional sign <br />would seem to be gilding the lily; adding an embellishment that obscures a facade more <br />impressive than the embellishment. Additionally, the nicely proportioned canopy that City <br />Awning installed over the main door on the Colfax side is effective at distinguishing the entry to <br />passers-by. <br />Both the existing canopy, and the proposed sign, are artistically designed and <br />proportioned, of good quality materials. <br />This having been said, staff believes that the principle determinant in whether or not to <br />approve the sign should be whether or not it would damage the masonry wall to which it would <br />be attached, and whether or not it could be removed at a later date without leaving scars on the <br />building. If it would do no damage, and could be removed without leaving visible holes or <br />damaging traces, than the HPC should advise that permission should not be withheld. <br />On the other hand, if this sign would damage the building fagade, or if it would be <br />impossible to remove without visible traces or other damage, than the HPC should advise <br />that permission be denied. <br />
