STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12/07/05 <br />Application Number: 2005-1207 A & B <br />Property Location: 508 & 508 %: Lindsey <br />Property Owner: Near Northwest Neighborhood <br />Landmark or District Designation: Chapin Park <br />Rating: Non-contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Bunker -Young House, built between 1902 and 1903. Bunker was the Chief of Police for several years. <br />APPLICATION ITEMS: <br />Part A: Demolition of rear two-story addition and fire escape <br />Part B: Replacement of replacement windows with Kolbe & Kolbe one -over -one double hung wood <br />windows; porch rehabilitation: removal of concrete porch floor and metal supports and railing and <br />replacement with wood tongue and groove flooring, bead board ceiling, columns and spindles; removal of <br />aluminum siding and painting per HLFI's painting specifications; Removal of second front door (original <br />front door is still present); In-kind roof, gutter, and sidewalk replacement. <br />GUIDELINES <br />Buildin¢ Materials: Whenever possible, the original building materials should be restored. <br />Windows. Reouired: When deteriorated beyond repair, [windows] shall be replaced with units and trim <br />resembling the original. <br />Windows. Recommended: If new sashes or doors are installed, the existing or original materials, design, <br />and hardware should be used. <br />Entrances. Porches. and Stens. Reouired: When deteriorated beyond repair, existing or original porches, <br />stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall <br />be retained or replaced by replicas of the same design or by a design more in keeping with the historic <br />period of the structure. Porches and additions reflecting later architectural styles and which are important <br />to the building's historical integrity shall be retained. <br />RECOMMENDATION <br />Part A <br />In its current configuration, the addition dates to 1943. The removal of this addition would restore the original <br />massing of the American Foursquare. Two original windows would be retained and reused after <br />reconstruction. Staff recommends approval. <br />Part B <br />All sections of part B are appropriate rehabilitation measures for this non-contributing house. Proposed <br />changes fall with the Chapin Park Guidelines and Standards. Applicant will have examples of porches from <br />American Foursquares at the meeting. Staff recommends overall approval of the project with the porch and <br />rear elevation details to be worked out between the applicant and Standards and Maintenance Committee <br />and/or Staff. <br />
