STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 1, 2005 <br />Application Number: 2005 -0801 <br />Property Location: 400 block of Navarre Intersection at Portage Ave <br />Property Owner: City of South Bend <br />Landmark or District Designation: Chapin Park Local Historic District / NRD <br />Rating: Not Applicatble <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This is at the western entrance to the Chapin Park Local Historic District by Park Avenue from the East/West <br />thoroughfare of Portage Ave. <br />APPLICATION ITEMS: The project will provide traffic calming, beautification and intersection safety <br />improvements at the corner of Portage Ave and Navarre Street. The Proposal was developed through the <br />partnership between the Portage Avenue Steering Committee and the City of South Bend Engineering <br />Department. It will include landscaping of grass and trees as well as new sidewalks and curbs. Parking will <br />be maintained at 417 Navarre. A diagram of the proposed work is attached for your reference. <br />RECOMMENDATION: Staff recommends approval of this project. It will not adversely impact the <br />existing brick street of Navarre and will allow for a landscaped buffer at both comers of Navarre. The <br />reduction of asphalt surfaces with additional green space is in keeping with the district. The proposed <br />work on the south side of Portage/Navarre Intersection is through a modified route not original to Chapin <br />Park. The proposed work on the north side of the Portage/Navarre Intersection only slightly modifies the <br />original configuration of the intersection by extending the tree lawn and adding green space. <br />FYI: The Portage Avenue Steering Committee is under a grant cycle constraint on this project. The bids <br />need to be out by August 31 for approval by the Board of Public Works on September 12. The <br />Construction season ends around October 31 and the hopes are to have the curbing, etc in place before <br />then. <br />
