STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 4, 2005 <br />Application Number: 2005 -0404 <br />Property Location: 543 Edgewater Drive, South Bend, IN <br />Property Owner: Doug Turnock <br />Landmark or District Designation: Edgewater Place Local Historic District <br />Rating: S /11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb & Keller built this American Four Square home with Prairie style influences around 1922 and <br />1923. Arthur Williamson and his wide, Stella, brought the property in 1923. In the early 1920's <br />Williamson taught at River park School but by 1926 he became a school administrator as the principal of <br />Nuner School. Stella Williamson may have owned or at least lived at this address until 1966. Doug <br />Tumock is the current owner. <br />This brick veneer residence has a hip roof, a large enclosed front porch, broad eaves and divided light <br />wood windows under the aluminum storms. The house may have had a stucco exterior before a <br />remodeling project in the 1930's added the brick veneer. A one stall wood clapboard garage stands <br />behind the house. This garage also has a hipped roof and a wood panel garage door with six fixed lights. <br />APPLICATION ITEMS: <br />Mr. Tunock wishes to expand his single stall garage into a two car garage by tying into the existing back <br />wall and re- pouring the concrete slab He proposes to exactly double the size using the same roof -type as <br />the current garage. The door will be replaced with a larger raised panel door with lights measuring <br />16'x7'. Sketches and materials listing are attached. <br />RECOMMENDATION: <br />Mr. Tumock's and most of the other garages in the district have one -stall with a hipped roof, wood siding, <br />and... The Edgewater Place district standards note that new construction design should employ the proper <br />proportions of existing buildings. In the case of this garage, the proportions of the existing garage and of <br />other garages in the districts have been reviewed and should be reflected in this proposal. The project as <br />proposed changes the proportions and scale of the garage as visible from the street. Instead of a garage <br />that has essentially one to one width to height proportions, the proposed garage has two to one width to <br />height proportions. <br />The project needs to retain the proper scale and proportions of the existing garage (as visible to the street) <br />and that of other appropriate garages. The physical relationship between the house and garage should also <br />be considered. An appropriate proposal could incorporate two single -car garage doors instead of one <br />large one. This would help keep the existing one -to -one proportions of the garage as visible from the <br />street. If two single -car garage doors are used, the existing garage door could be reused. Staff <br />recommends that this be placed into the Standards and Maintenance Committee because there are several <br />issues going on with this project, such as invasive overgrown trees and the need for a variance from the <br />City, that will require the Committee's guidance and input. <br />
