STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 29 March 2005 <br />Application Number: 2005 -0329 B <br />Property Location: 729 Cottage Grove, South Bend, IN 46616 <br />Property Owner: Pat and Bob Yapp <br />Landmark or District Designation: Landmark <br />Rating: S /11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Classic Revival House with Prairie Influences that was built in 1905 for Fred and Margaret Stretch. Mr. <br />Stretch was an order clerk at N.P. Bowsher Company It was remodeled around 1917 converting it into a <br />duplex. <br />APPLICATION ITEMS: To replace the current 4" aluminum K -style gutters with 6" K -style gutters. Mr. <br />Yapp has concluded that because of the steep 14/12 pitch of the roof that the 4" gutters are inadequate for <br />proper drainage because they become clogged. He also is requesting that the downspouts be replaced around <br />the entire house to prevent water from leaking into the basement. <br />RECOMMENDATION Staff recommends approval. Staff agrees with Mr. Yapp's assessment that the K- <br />style gutters and downspouts are the least visually intrusive alternative and will most closely resemble the <br />fascia's crown molding. <br />
