STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF. APPROPRIATENESS <br />Date: 10/05/04 <br />Application Number: 2004-0929 <br />Property Location: 521 South Saint Joseph Street <br />Property Owner: Dismas House, Inc. <br />Landmark or District Designations Taylor's Field LHD <br />Rating: Significant/12 Free Classic Queen Anne, built 1898 <br />APPLICATION ITEMS: <br />Installation of yard light as specified in the City's Yard Light Program <br />PRESERVATION STANDARDS <br />IA. The District Environment. <br />New plant materials, fencing, walkways, streetlights, signs, and benches shall be compatible with the . <br />character of the neighborhood in size, scale, material, and color. Street lighting should be maintained at <br />levels recommended by the Illumination Engineering Society. Sources and light posts should be uniform <br />throughout the district. Lamp fixtures and supporting posts must be similar, in proportion, scale, and <br />detail to existing historic lamps. Streetlights should be placed so that adequate illumination is afforded to <br />all sections of the public sidewalks (Page 20). <br />RECOMMENDATION <br />Very few streetlights stand in the Taylor's field district, unless they are the cobra headed type. <br />There are a few existing yard lights in the Town and Country style. They are about 4' to 5' tall and stand <br />near the front walks. Generally, the lighting in the district is rather sparse. <br />Based on the guidelines, lighting must be compatible to the district in character, scale, material, <br />and color. The yard light the Dismas House has chosen would be the historical styled light. In scale and <br />material, it is consistent with existing yard lights. Concerning character, the yard light is as historic as the <br />Town and Country style lights. The yard light would not greatly impede the public's view of this very <br />large and nicely detailed Queen Anne house. <br />Staff recommends approval of the yard light for 521 South Saint Joseph Street. <br />
