JOSEPH COUNTY <br />A multiple property submission starts with the completion of a Multiple Property <br />Documentation Form, which, apart from the cover sheets, consists of written <br />statements of historic context and associated property types, thereby providing a <br />framework for evaluating a thematic group of historic properties: <br />The historic context is a body of information about related properties organized by <br />theme, place, and time (in this case, New Deal, South Bend, 1933-1942). <br />Essentially, much of this part of the process was completed in 1997, but may <br />require some additional material and alteration. That context was countywide, and <br />it is preferable to keep it so. I will then identify the associated property types (e.g. <br />schools, rock walls) and describe the associative and physical characteristics that <br />define each and discuss its significance to the historic context. I will then determine <br />the characteristics or qualities and the degree of historic integrity required for the <br />registration of related properties in the National Register as a member of a specific <br />property type. <br />Using the list of New Deal properties compiled in 1997, I will revisit each site still <br />extant, assess the qualities and condition of each, and apply the registration <br />requirements to each property possessing similar physical or associative <br />characteristics. Not all extant New Deal properties will be eligible for listing in the <br />National Register, but I anticipate there will be several, perhaps as many as ten, <br />some of which may be districts. (Leeper Park and Howard Park, which are among <br />the properties related to this context, are already listed.) Those properties <br />determined to meet the registration requirements I will document on regular <br />National Register registration forms, following the special instructions for properties <br />submitted as part of a multiple property listing. These may be submitted along with <br />the Multiple Property Documentation Form or at any later time. I understand, <br />however, that you want to go ahead now and submit all of the eligible properties in <br />South Bend and rural St. Joseph County. <br />As must now be obvious, this is a major project. I anticipate completing the <br />Multiple Property Documentation by the end of the year. Completing the <br />nominations for the various sites will take longer, and will depend, of course, upon <br />how many there are. I expect most or all.could be completed by or before the end of <br />April. Of course, I will keep you apprised of my progress at intervals. If you wish, <br />
