As I understand their concern, the widening of Olive Road would require the removal of their brick mailbox and would change the historic relationship of the old school house and its Civil War era brick fence to Olive Road. The relationship of historic buildings to a roadway is also of great concern to the Indiana Department of Natural Resources and the Office of the Secretary of the Interior. In March 2003, the County Council passed an ordinance to designate 53117 Olive Road, the Old German Township School, a local historic landmark. The landmark ordinance includes the school house, the Civil War era brick fence, and the property legally known as 165' by 165' MID PT E SIDE NW NW 30 38 2E. The landmark ordinance applied to the property preserva- tion standards and procedures for the review of projects that propose to change the exterior of buildings, objects, and the property. Were the road project to change the above property and its historic relationship to Olive Road, review by the Historic Preservation Commission and a Certificate of Appropriateness would be needed. Enclosed is an application form for a Certificate of Appropriateness. In general, the Commission accepts applications for a Certificate of Appropriateness from the property owner; however, in this case the Commission would accept an application from the contractor, or from the right-of-way holder.
