STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: 7/08/04
Application Number: 2004-0702 3 -q olo
ao "/o
Property Location: 810 Arch Avenue
Property Owner: Ann McFadden 5 '' w, n(L©w S n n a a
ry
Landmark or District Designation: Edgewater Drive Local Historic District i,,, ►oto .
Rating: Contributing
lniti S}c- rC,Q&C-e
STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT
Cc,-L•e..r`►nom
This home is a well -kept and attractive Dutch Colonial Revival. It still has original windows and storms 7_0
and an open front porch.
APPLICATION ITEMS:
A.) Window replacement (repair) of five wood windows and storms with wood replacement windows
STANDARDS & GUIDELINES
Required: Original windows and doors ... shall be retained or when deteriorated beyond repair,
replaced with duplicates of the existing or original (Page 34).
Recommended: Wood frame storm windows and doors ... should be used but should not damage
existing frames and should be removable in the future (Page 34).
Prohibited: Existing or original doors, windows, and hardware shall not be discarded when they can
be restored and re -used in place (Page 34).
FACTS & RECOMMENDATION
Though repair of the original wood windows and storms is not the solution most homeowners seek
for their historic windows because of a highly successful advertisement campaign from the replacement
window industry, restoration is most certainly appropriate in this case.
Staff and Bob Yapp, of HLFI, have met with the owner and discussed window and storm window
restoration several times. Staff provided the owner with a list of six carpenters who have recently restored
windows in the area. One carpenter met with the owner and reviewed her windows. The carpenter
concluded the windows were capable of restoration and that perhaps some of the storms would need to be
rebuilt. The storms could be retrofitted with a side hinge for easier cleaning. Repair would be less costly
and would retain a higher quality window.
Staff would again recommend the owner attend the July 31 window seminar to view the
restoration of historic windows and speak with other carpenters able to restore windows before settling on
replacements that have a shorter life span, cannot be repaired easily, and are more expensive.
