Hammond -Nash, Director <br />Wednesday, January 21, 2004 <br />Staff Report: Eddy Street Road Widening Project <br />The Troyer Group has begun the initial planning for South Bend's proposal to widen Eddy Street <br />between Colfax and La Salle. The widening will allow a left hand turn land and four travel lanes. Pres- <br />ently, there are no left-hand turn lanes at these two intersections. <br />As this project will be funded by INDOT, the Troyer Group has performed an assessment of im- <br />pact upon historic buildings and is seeking comment from the HPC and the Indiana Division of Historic <br />Preservation and Archeology (DHPA) regarding impact and possible mitigation avenues. The DHPA has <br />not received notice of this project, but requested a copy of the Commission's comments. <br />A handful of historic properties in the East Washington National Register District will be affected <br />by this project. A few noncontributing structures and empty lots are also within the project limits. <br />1028 East Colfax, a bungalow with a stucco exterior, stands very close to the roadway at the <br />southwest corner of Eddy and Colfax. This residence was designed by Freyermuth and Maurer and is <br />rated C/10. A psychiatrist uses the bungalow as office space. <br />If this project requires the purchase of right of way on both sides of Eddy Street for a center turn <br />lane, the bungalow would need to be relocated and an empty lot would be created on the corner of Colfax <br />and Eddy. This would have an adverse affect upon the bungalow and the adjacent businesses. However, <br />the bungalow could stay where it is if a different intersection formation were used (ie three travel lanes <br />and a left hand turn lane.). This alternative or a similar one that does not require as much property acqui- <br />sition would best preserve the bungalow in its current location, the integrity of the East Washington Na- <br />tional Register District, and the ability of the small businesses along Eddy Street to operate. <br />On the eastern stretch of Eddy Street south of Colfax, three other historic structures will be af- <br />fected by this project, especially if 1028 E. Colfax were moved: 107 N Eddy Street, a Colonial Revival <br />designed by Austin and Shambleau (S/12), 119 N Eddy, an upright and wing (C/10), and 125 N Eddy <br />Street, an American Four Square (S/11). Most of the front yard of this building could be taken. <br />The South Bend Clinic, 211 Eddy Street, (noncontributing, no survey file) stretches along Eddy <br />Street from the northwest corner almost to La Salle. Diagonally across from the bungalow is the location <br />of the Sinai Synagogue, 1102 E La Salle. It was built in 1951 and is rated C/10. The synagogue owns <br />property along Eddy street from La Salle to Colfax. The road project will not adversely impact the syna- <br />gogue and the South Bend Clinic. A non-contributing apartment complex with a parking lot is located at <br />the southeast corner of Eddy and Colfax.
