The work has
been undertaken by the U.S. Army Corps of Engineers in partnership with the City of South
Bend. The Commission issued a Certificate for this work in 2001, if my memory is correct.
Subsequently, as the Corps' came up to speed to move the project toward letting, the
Commission has had patience to approve annual renewals of the Certificate. This understanding
is much appreciated throughout the City government.
David Walorski, President of Northern Indiana Construction, has already spoken with you
concerning his suggestion to alter the method of reconstructing the segments of wall that have
been lost to erosion by the river. He would construct the structures of cast -in-place reinforced
portland cement concrete, to be faced with an adhered, rubble masonry matching, as closely as
possible, the colors, shapes, and textures of the wall that remains in place.
I believe that the system requested will be more durable and easier to repair in the future
than the rubble masonry wall contemplated in the construction plan documents and submitted to
the Commission for review with the original Certificate application. I also believe that this
system will weather to match the existing in a relatively short period of time.
ENGINEERING ENVIRONMENTAL SERVICES CENTRAL SmqcFs STREETS WATERWORKS
CARL LiTnwi, PE.
