The work has <br />been undertaken by the U.S. Army Corps of Engineers in partnership with the City of South <br />Bend. The Commission issued a Certificate for this work in 2001, if my memory is correct. <br />Subsequently, as the Corps' came up to speed to move the project toward letting, the <br />Commission has had patience to approve annual renewals of the Certificate. This understanding <br />is much appreciated throughout the City government. <br />David Walorski, President of Northern Indiana Construction, has already spoken with you <br />concerning his suggestion to alter the method of reconstructing the segments of wall that have <br />been lost to erosion by the river. He would construct the structures of cast -in-place reinforced <br />portland cement concrete, to be faced with an adhered, rubble masonry matching, as closely as <br />possible, the colors, shapes, and textures of the wall that remains in place. <br />I believe that the system requested will be more durable and easier to repair in the future <br />than the rubble masonry wall contemplated in the construction plan documents and submitted to <br />the Commission for review with the original Certificate application.
