Ms. Hammond -Nash
January 28, 2004
Page Two
Bend Department of Public Works and the U.S. Army Corps of Engineers.
Next we began to discuss revising the retaining wall construction as shown on the
U.S. Army Corps of Engineers Plans. A detail of Northern Indiana Construction Co.,
Inc.'s revised wall design was reviewed along with reasons for the modification. The
primary reason to revise the design is to provide'a cast -in-place structural concrete
retaining wall instead of a composite masonry unit and concrete wall. The proposed wall
design will allow the retaining wall to be backfilled sooner and will help get protection
around damaged susceptible tree roots. The new wall design eliminates the construction
joint located between the two types of construction. This construction joint creates a
shear plane and.a weak. spot betz, een the masonry and concrete walls. The proposed
retaining wall design is more economical for the City of South Bend and provides a
stronger retaining wall. Mr. Oxian requested that concrete pieces from the old wall be
incorporated into the masonry facing on the new wall. Northern Indiana Construction
Co., Inc. agreed to try to utilize the concrete pieces or sections that will fit the facing
concrete needed. Z
A letter is being written to Mr. Carl Littrell, City of South Bend Engineer,
requesting revision to the plan details for the retaining wall reconstruction. The request
will include the proposed cast -in-place retaining wall section as well. as the cost savings
to the City of South Bend if the proposed changes are accepted. Mr. Littrell will be asked
to issue a request to the 'Historic Preservation Commission to modify the current
Certificate of Appropriateness. Mr. Litrell will be made aware of the scheduled meeting,
February 9; 2004 to review the request and take a vote to modify the Certificate of
Appropriateness, and that his immediate attention and cooperation in issuing the request
to modify will be greatly appreciated.
Please contact me if you have any questions relating to the items detailed in this
letter.
Sincerely,
Northern In a Construction Co., Inc.
David J. Walorski, President
