John H. Oxian, President
South Bend and St. Joseph County
HISTORIC PRESERVATION COMMISSION
227 WEST JEFFERSON BLVD.
SOUTH BEND, IN 46601-1830
TO: Terry Bland
Phone: 574-235-9798 Fax: 574-235-9578
e-mail: historic@michiana.org
A Certified Local Government
Monday, February 09, 2004
FROM: Karen R.. Hammond -Nash
Karen R. Hammond -Nash, Director
Following are (1) Advisory Notes from Glory June Greiff, a historian from Indianapolis with an exper-
tise in WPA and CCC (Works Progress Administration & Civilian Conservation Corp) projects, and Roo-
sevelt New Deal projects generally.
(2) a Report performed for the HPC by the Westerly Group for this project, received in our office Friday.
Note that the conditions detailed on P.3 of the Westerly Group well be substantially met by the project
design, as re -approved by the HPC today. In other words, the new poured concrete back and foot parts of
the wall, which are required to provide structural stability, will be hidden by the fagade, to be rebuilt us-
ing original fagade material (rubble from the original rubble used to construct the wall) .
Most of the big glacial rocks used in original construction will be reused in the revetments and stabiliza=
tion for the rebuilt wall.
If it should happen that there is not enough salvaged rubble for repairing/rebuilding all of the fagade that
requires repair, then the contractor, with the assistance of the City Engineering Department will locate
similar rubble, of similar age, perhaps from projects to replace broken 1920 -era sidewalks in the Rum
Village area, or elsewhere in the City.
I am not sending you an actual copy of our Permit/C of A, because my board directed me not to print it
until drawings and written specifications for the revised work plan had been received in our office. The
contractor will probably have them to us tomorrow.
C:
Yours,
Karen R. Hammond -Nash,
Director
L/
COMMISSIONERS
Mary Jane Chase Virginia O'Hair (Secretary) Gerald Ujdak (Vice President)
Martha Choitz Lynn A. Patrick Diane Wrobel-Illes
Catherine Hostetler (Treasurer) Joann Sporleder (Architectural Historian) John Livingston (Attorney)
