STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 04/13/04 <br />Application Number: 2004 -0408 <br />Property Location: 543 Edgewater Place <br />Property Owner: Douglas Turnock <br />Landmark or District Designation: Edgewater Place Local Historic District <br />Rating: Significant/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb & Keller built this American Four Square home with Prairie style influences around 1922 and <br />1923. Arthur Williamson and his wife Stella bought the property in 1923: In the early 1920s, Williamson <br />taught at River Park School, but by 1926 he became a school administrator as the principal of Nuner School. <br />Stella Williamson may have owned or at least lived at this address until 1966. Doug Turnock is the current <br />owner. <br />This brick veneer residence has a hip roof, a large enclosed front porch, broad eaves, and divided light wood <br />windows under the aluminum storms. The house may have had a stucco exterior before a remodeling project <br />in the 1930s added the brick veneer. A one stall, wood clapboard garage stands behind the house. This garage <br />also has a hipped roof and a wood panel garage door with six fixed lights. The garage <br />APPLICATION ITEMS: <br />Removal of two trees near garage (Chinese Elm and Mulberry) <br />RECOMMENDATION <br />Mr. Turnock has applied to remove two trees located near his garage. One tree may be a Chinese Elm and <br />the other is a Mulberry. The trees have disturbed the foundation and the roof of this building and perhaps <br />that of his neighbors' garages. One tree has actually grown around the roof eaves. (See Photos 3 and 4) <br />This tree places pressure upon the soffit boards and the internal structure of the garage. Without removal, <br />further damage could occur. The trees are also entangled among the homes's power lines. <br />The Edgewater Place Local Historic District guidelines state: "Plant materials and trees in close proximity <br />to buildings, sidewalks, or streets that are causing deterioration to those elements should be removed" <br />(28). The guidelines on page 29 contained similar wording. <br />Staff recommends approval of application 2004 -0408: the removal of two trees identified in the <br />attached photographs. <br />
