Hammond -Nash, Director <br />The HPC director has given me a copy of Tonya's letter of yesterday afternoon. Certain points in it, <br />such as whether the items listed in the bid specifications comply with the C of A previously awarded, are <br />points to which the director can speak. However, the director can only take positions on behalf of the <br />HPC where the Commission itself, or one of its committees, has taken a position. <br />There is not enough time between Thursday afternoon, when she and I received your letter, and Monday <br />morning, for us to schedule an additional meeting, complying with the public notice requirements of the <br />Open Meetings Act, for a committee to vote specifically to approve a contract and award authorization. <br />Regarding Memorial Hospital's salvage request, I believe that their proposal is very much in the public <br />interest, and that facilitating it would greatly benefit the public. I can not imagine that Memorial Hospi- <br />tal, or any other interested party, would have time between now and 9:00 A.M. Monday to work with R & <br />R Excavating (or anyone else) to determine whether R & R has the expertise, skill, and capacity to sal---- - -- - <br />vage the items that they want, at a reasonable price and in a reasonable time. <br />The company with the low bid may be absolutely the best, but I really doubt that all interested parties will <br />have enough information by Monday to make an informed decision. I would recommend that you seri- <br />ously consider giving Memorial Hospital an opportunity to discuss salvage matters, BEFORE the contract <br />is finally awarded.
