RE: Riverbank Coordinating Committee Report <br />Carl-Platz,y -Detroit-District,—ArmCorps of Engineers said he has been <br />coordinating with Carl Littrel [City of South Bend], and is presently <br />attempting to obtain final approval from Regional Office for Leeper park <br />- He noted there had been "wall failures". The Corps intends to reconstruct <br />failed portions of the wall and supplement with stone to prevent undermining <br />of wall, building it similar to existing but BETTER, with concrete foundation <br />under, and matching concrete cap over top, as found on existing wall <br />- Essentially ready to go with soliciting of contractor <br />- In final phases of obtaining approval from regional and divisional offices and <br />obtain funding <br />- Current schedule shows Corps, barring long term delays in funding, with <br />contract awarded [hopefully by end of July, 20031 <br />- Original project involved three different reaches: Leeper, North Shore <br />- And Old CSO [Combined Sewer Outfall] #6 [CSO was a small project, <br />estimated at $50,0001 all were to be combined in one <br />- Floodway, permitting, and real estate issues on North Shore led us to break <br />out the North Shore portion and focus on Leeper. Still in planning on North <br />Shore and CSO <br />Background was also given on rip rap, why trees would compromise the <br />----- -- -- - - - -- -- <br />- -- -- - - -structure planned at North -Shore, why angular -stone was preferred over <br />rounded glacial stone, and that Midwestern river bank projects are <br />competing for federal funding against Homeland Security and other issues <br />As of this time, no meeting with other interested parties is set as this appears <br />to be an issue between the City, the Corps, and the IDNR. Patrick and the <br />rest of the Commission were in agreement that we should not "muddy the <br />waters". <br />Commissioner Patrick will follow up on Leeper, NS and CSO and report at <br />next meeting.
