wooden siding, and, in general, all of the artistic detail so often lost in insensitive renovations of <br />other houses. <br />RECOMMENDATION <br />This site and structure should be recommended to the Common Council as worthy of a <br />Resolution commending the Christmas -in -April program, National Steel Corporation, Midland <br />Engineering, and the home owner, Mr. Louis Clark, for their praiseworthy efforts to maintain the <br />beautiful and well crafted homes built in an earlier period, for active use and enjoyment in our <br />own times. <br />The South Bend Municipal Code, Sec. 21-117.2, provides that: <br />"The Historic Preservation Commission shall have the following powers <br />and duties: <br />(a) . . . . <br />(d) . . . Survey, identify, plan for and advise the Common <br />Council concerning the designation of historic landmarks. <br />(1) The Historic Preservation Commission shall recommend <br />the designation of historic landmarks and the establishment of <br />historic preservation districts on the basis of historical and <br />cultural significance, architectural merit, educational value and <br />suitability for preservation." <br />As there is great cultural significance in the architectural style of the craftsman -inspired <br />bungalows favored by employees of South Bend's many local factories in the early 20'h century, <br />and yet greater cultural significance in the community spirit demonstrated by the Christmas -in - <br />April program, and educational value in the good condition of this house, exactly ten years after <br />it was adopted by the Christmas -in -April program, our recommendation is that a resolution <br />honoring this house and its renovations would be highly appropriate this April, on the tenth <br />anniversary of the renovations. <br />
