The Meeting Notice provided a brief explanation <br />of the proposed use of the grant funds, where to review a draft of the Final Proposal and <br />an address to submit written comments on the proposal. (X) people attended the Public <br />Meeting and their comments have been incorporated into this proposal. <br />The Cleanup proposed in this Final Proposal is one component of the redevelopment <br />strategy discussed in Section E.3. below. It is related to a'source area at the former <br />stamping plant and is consistent with the approach outlined iri the;Studebaker/Oliver <br />Redevelopment Strategy. <br />w� <br />The letters of support are provided in AttachmentpD: ` <br />2. The Studebaker/Oliver Redevelopment Strategy is; expected; to take 10 to 15: years to <br />completely revitalize the area at a cost of $13,000,00046 $33;000,000. The magnitude of <br />the problem is overwhelming. It is a huge challenge°to the,local "community. <br />Recognizing that South Bend cannot handle this by itself, the City has'built partnerships <br />with the State of Indiana and the federal goveni ' nenf.to work cooperatively on the project. <br />The site has been entered into Indiana'sVoluntary Remediation Program and the work <br />plan will be filed with the Indiana Department of Environmental Management in April <br />2004. In addition, financing for portionsof the'project has been funded through grants <br />from the State of Indiana and the federal,governirient as well"as' a HUD Section 108 Loan. <br />Between 2000 and 2002 the City has obtained more than $7.6 million for the project. Of <br />this amount approximately $28 million.has been"in'state and federal grants, a $3.4 <br />million HUD Section 108 Loan and $1.4 million in local funds. Additional resources will <br />be needed to continue with the:progress that has been made to date and the City is looking <br />at ways to build on the partnerships'that are already in place. <br />3. Since 1963.when Studebaker shut down, -.the City of South Bend has struggled with what <br />to, do with the 3,500,000 square feet of manufacturing buildings left behind. Initially the <br />property was divided up and "sold to private individuals and for a number of years many <br />of the buildings were used productively for manufacturing or warehousing. However, <br />over the. last four decades building conditions have deteriorated and manufacturing and <br />warehousing has decreased tto a point where more than 75% of the space was vacant. In <br />1999.Mayor Stephen J. Luecke appointed a 26 -member Steering Committee to work with <br />the City --to develop, a strategy,for the former Studebaker plant. Building owners, business <br />owners, neighborhood associations, commercial realtors, private developers, historic <br />preservation, the South Bend Common Council, the South Bend Redevelopment <br />Commission, the 'Chamber of Commerce and other community leaders were included in <br />the Committee.
