STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 06/09/04 <br />Application Number: 2003-0609 <br />Property Location: 1335 East Wayne Street North, South Bend, IN <br />Property Owner: Tom & Peggy Jones <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Contributing/ 9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This 1928 Colonial Revival home was designed by H.R. Stapp for the real estate firm Whitcomb & <br />Keller's Sunnymede development. The Jones' red brick residence was built on an ample, wedge-shaped <br />lot and a half in this planned neighborhood. The property now contains many lovely mature trees <br />desired by the developers for this pastoral development. In the early decades of the 20t' century, <br />architects and developers nostalgically returned to many early American home types and styles <br />(Colonial especially) in the attempt to obtain a more comfortable American lifestyle for the residents. <br />The Jones' residence is connected to this revival trend as Stapp pulled many design elements from the <br />Georgian Colonial style. These include a brick exterior common among Southern Georgian colonials, a <br />symmetrical fagade with a porch -less entryway framed by pilasters and a broken pediment with a <br />decorative urn motif (a rare Georgian design) and dentil work, flat -arches and cut stone keystones over <br />all the house's windows and pedimented second story windows (dormer -like) which cut through the <br />plain entablature and roofline. Two types of shutters can also be found on the exterior of the residence: <br />slated and a larger paneled type. The original owner, David A. Bickel, was a physician who specialized <br />in obstetrics. His wife, Mary, raised four children in this house and lived in it until 1973. <br />APPLICATION ITEMS: <br />1 Letter including "Description of Proposed Work" ** Work will also include the demolition a portion <br />of the current cement patio and the removal of the timber landscape boxes. <br />1 Mortgage Survey <br />6 Sheets of Photographs (1 on each sheet) <br />1 Oversized Sheet of Sketched Blueprints (Site Plan, Floor Plan, North and West Elevations) <br />RECOMMENDATION <br />The proposed plan calls for the removal of all the rear first story windows, the awning over the back <br />door, the black metal back door, the metal railing near the back door, timber landscaping boxes, and a <br />portion of the existing concrete patio to pour foundations for the additions. The architect, Bill Lamie, <br />also requests approval of the addition of French doors leading out of the dining room into a proposed <br />screened -in porch, an entry portico with an expanded rear entry hallway, and a bay window to replace <br />the rear kitchen window. The screened -in porch, entry portico and addition, and bay will all have shed <br />roofs. Some of the brick exterior will be removed to make way for the new bay window, French door <br />and entryway hallway. The flat arches and keystones will be covered or removed to make way for the <br />new rooflines and openings. <br />
