STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 06/03/2003 <br />Application Number: 2003-0602 <br />Property Location: 1324 East Wayne Street South, South Bend, IN <br />Property Owner: Donald and Renee Homing <br />Landmark or District Designation: East Wayne Local Historic District <br />Rating: Contributing/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Erected in 1930, this Tudor Revival style home was designed by H.R. Stapp and built by the prolific South <br />Bend firm Whitcomb & Keller. Only three families have lived at this address: Henry D Hukill, a Bendix <br />Products Corporation employee, and his wife Mary (1930-1935); Will Welber, a Hungarian immigrant and <br />well-known merchandizing expert who also was very involved in local associations and his wife Ina Klineman <br />Welber; and the current owners, Donald and Ina Homing. Constructed solidly in red -brown brick, creamy cast <br />stone, stucco and timber rake trim, this house has asymmetrical massing, a steep gabled roof that flares near <br />the gutters, a gabled dormer and entranceway, stone and brick quoins and a double flue chimney elaborated <br />with decorative brickwork and twin ceramic chimney pots. These elements and other details besides give this <br />house its Tudor character. In addition, a two -car detached brick garage sits upon the property behind the <br />house, an arrangement typical of the East Wayne Local Historic District. Only a potion of the garage is visible <br />from the street. Currently, the garage has a flat roof with a soldier course and stone coping, two brown metal <br />(?) doors and three lighting lanterns. <br />Whitcomb & Keller constructed another house in the neighborhood at 301 Sunnyside with the same plan and <br />exterior details and materials with the exception of the slate roof. Notably, this residence also has a two -car <br />brick garage, but this structure is capped with a gabled roof. <br />APPLICATION ITEMS: <br />3 Sheets of Project Description with diagrarhs of proposed front elevation, overhang, and roof plan <br />I Sheet of estimated project costs and materials <br />5 Sheets of photographs of house, garage, and property (in color) <br />RECOMMENDATION <br />The present owners, Donald and Renee Homing, propose to add a gabled roof and second -story storage area to <br />their garage. They have studied the exterior details and scale of their Tudor home and have chosen to include <br />many of these into the fagade and roof of the garage including the steep gabled and flared roof, stucco and <br />wood trim, brackets underneath the overhang, and a steel window to match the windows of the house. With <br />the Homing's attention to the historic features of their residence and the fact that a matching house in the same <br />neighborhood has a garage with a gabled roof, staff believes this well -studied addition will only add to the <br />attractiveness and value of the property while following the character of the original structure. Staffgladly <br />recommends approval for this project. <br />In the East Wayne district, many of the properties have gabled roofed garages. For the sake of a record of this <br />idiosyncrasy, the owners and the Commission may want to note the more unusual character of this flat -roof <br />garage in some form of documentation (ie. archived photos or drawings). <br />
