MARTHA CHOITZ: Seconds the motion and it passes unanimously. <br />2. St. Stephen's Magyar Catholic Church, built 1909; 1032 West <br />Thomas Street, South Bend, IN. <br />3. The Lion House, Potawatomi Zoo <br />C. HEARING OF VISITORS <br />LEO McCORMICK, representing the East Wayne Street Local Historic District, <br />presented concerns of district residents regarding removal of boulders from the East <br />Wayne Street tree island nearest Eddy Street, noting the following: <br />(a) The larger of these boulders measured three feet in diameter. <br />(b) There were several boulders and they were a significant feature of that part of <br />the landscape. <br />(c) The rocks were located near shrubs and not in an area where the presence or <br />absence of the boulders was a significant impact on the amount of hand <br />trimming that need to be done. <br />(d) Neighborhood children like to play on and around the rocks in the summer <br />time. <br />In conclusion, the neighborhood wants the rocks back. <br />Members of the commission asked the commission director if she had been able to <br />obtain any information regarding the removal of the rocks. Director, Karen Hammond - <br />Nash, responded that the Parks Department Administrative Office had looked into the <br />matter. <br />The Maintenance Division of the Parks Department had instituted a policy of <br />removing rocks from tree islands in order to speed up the process of mowing tree islands <br />and thus easing the burden on the reduced parks maintenance staff. The Maintenance <br />Department apparently had been unaware that the tree island was part of the historic <br />district, and that a Certificate of Appropriateness was required. <br />The commission instructed the director to assist the neighborhood in seeking recover <br />of the rocks, if possible. <br />III REGULAR BUSINESS <br />A. APPROVAL OF MINUTES (January) <br />KAREN HAMMOND-NASH: January minutes were not approved due to a discrepancy <br />in the ending time of the meeting, which will later be checked and confirmed. <br />B.
