Kernan, Mayor <br /> Office of the Mayor <br /> January 19, 1993 <br /> South Bend Common Council <br /> Fourth Floor Council Chambers <br /> 400 County-City Building <br /> South Bend, IN 46601 <br /> Dear Council Members: <br /> Over the past several months we have discussed with the City Council the <br /> development and implementation of a major, long term neighborhood revitalization program. <br /> Two important aspects of our discussion focused on the need to develop strong, on-going and <br /> affirmative partnerships with neighborhood organizations and community institutions. A <br /> second aspect involved the development of a comprehensive neighborhood effort that <br /> addressed both the physical and human sides of neighborhood revitalization. We are now <br /> prepared to begin a phased implementation of our neighborhood revitalization program. <br /> We are launching phase one of what we are calling the Good Neighbors/Good <br /> Neighborhoods initiative with the attached supplemental appropriation of federal Community <br /> Development Block Grant funds. To kick off Good Neighbors/Good Neighborhoods, we are <br /> requesting the following: <br /> • Emergency Housing Repair Program - $75,000 <br /> • Christmas in April - $80,000 <br /> • Colfax Youth Center - $50,000 <br /> • Neighborhood Public Safety Programs - $200,000 <br /> • Neighborhood Partnership Funds - $161,447 <br /> On November 23, 1992, the Council appropriated $2,994,000 of CDBG funds -- over <br /> seventy-five (75) percent of those funds were targeted to neighborhood and housing <br /> programs.
